SCOC was established on 21st October 2020 through a partnership between UCLA & UBA known as THE CHARTER. It is a special purpose vehicle (SPV) of the Uganda Consumer Lenders’ Association (UCLA) and Uganda Bankers Association (UBA) in the implementation of the Single Deduction Code on the payroll of the Government.

UCLA/UBA SCOC as an SPV supports all members of UCLA & UBA in the implementation of the Single Deduction Code. In other terms, SCOC is the operational arm of UCLA/UBA in the management of Single

Deduction Code Operations.

In 2017, UCLA & UBA took on the responsibility of managing the non-statutory deductions denoted by code 482 on the Government of Uganda Payroll.

With that responsibility, UCLA/UBA automated the process of loan deductions using a system known as Payroll Deductions Management System (PDMS). UCLA/UBA in the same vein contracted a company known as Payroll Consults Africa Ltd to provide the system and manage the process end to end as UCLA/UBA builds capacity to implement the Single Deduction Code Framework.

Some of the functions include:

 1. Provision of the PDMS system to UCLA/UBA members to transact.

2. Relationship management with the votes for approval of loans and collection of deductions effected on the payroll.

3. Reconciliation of payments between the government institutions and UCLA/UBA members.

 4. Customer Experience on behalf of UCLA/UBA members.
